Meet the Team

David Bennett
President

David Bennett is a licensed Civil Engineer in the state of California with over 20 years of comprehensive experience in real estate development. He holds both a Master of Business Administration (MBA) and a Master of Real Estate Development (MRED) from the University of Southern California.

Mr. Bennett’s expertise spans the full development lifecycle—including land acquisition, entitlement, site design, and construction management. With more than a decade of experience as a practicing civil engineer, he brings a highly technical and solution-oriented approach to site construction.

His background includes key roles at leading homebuilders such as KB Home, DR Horton, and Milestone Community Builders. This combined experience enables Mr. Bennett to bridge the gap between engineering and development, ensuring that the objectives of developers and clients are successfully met.

Alex Zente
Operations Manager

Alex Zente oversees all aspects of field operations for site construction, with responsibility for coordinating across a wide range of trades, consultants, and municipal agencies. With over a decade of experience in the construction industry, Mr. Zente has successfully managed a diverse portfolio of projects, including single-family and multifamily residential communities, commercial retail and office developments, and mixed-use projects.

His project leadership includes high-profile developments such as the Kalahari Resort, Springdale Green, and ThinkEast Apartments, along with numerous single-family subdivisions throughout the Greater Austin area.

Mr. Zente is recognized for his efficient site management, deep understanding of field operations, and ability to foster strong relationships with trade partners and stakeholders. His hands-on experience and collaborative approach ensure projects are delivered on time, within budget, and aligned with ownership expectations.

Paul Huntsman
Controller

Paul Huntsman serves as Controller at TopMar Construction, overseeing the company’s financial operations and supporting its continued growth. With a background in public accounting and private equity tax, he brings a strong foundation in financial analysis, compliance, and strategic oversight. Paul holds a Master’s degree in Accounting from Brigham Young University.

In his role, Paul focuses on developing systems and processes that strengthen financial visibility and align with TopMar’s long-term objectives. His work reflects a commitment to precision, accountability, and the integration of sound financial practices throughout the organization.

Outside of his professional role, Paul enjoys creative and technical projects, including 3D design and bronze casting, as well as spending time outdoors with his family.

Topmar Osiel Rodriguez
Osiel Rodriguez
General Superintendent

Osiel Rodriguez brings over 30 years of experience in heavy civil construction, overseeing all aspects of field operations and managing multidisciplinary crews across utility installation, grading, concrete work, and related scopes. His responsibilities include resource allocation, budget and schedule management, and translating civil design plans into practical, on-site execution.

Mr. Rodriguez’s career has progressed through a range of field roles—beginning as a pipe laborer and equipment operator, then advancing to foreman, superintendent, and ultimately, general superintendent. With over 20 years of his career spent in a superintendent role, he offers deep operational knowledge and leadership across the full lifecycle of complex civil projects.

He began his career with Cash Construction in 1992, followed by roles at A&B Construction and a 23-year tenure with Ross Construction. His portfolio includes both residential and commercial developments, such as Grand Mesa (Sections 5–8), The Highlands, The Bluffs at Osage, Traviso, Clearwater in Liberty Hill, Hidden Oaks in Georgetown, and various retail projects for HEB, Target, and Walmart.

Mr. Rodriguez is widely respected for his hands-on approach, ability to lead large teams in the field, and deep understanding of construction operations from initial mobilization to final acceptance.

Topmar Nestor
Nestor Rodriguez
Project Coordinator

Nestor Rodriguez is a construction professional with a B.S. in Construction Science & Management and a minor in Business Administration. He began his career at Ross Construction in 2011, advancing from laborer to heavy equipment operator. At JKB, he progressed from intern to Assistant Project Manager, gaining expertise in estimating and managing subdivision and land development projects.

He later served as a Project Engineer for Abrams Construction on the $77.8M US 190 TXDOT project in Bell County, furthering his experience in large-scale infrastructure. Before his current role, Nestor worked as an Estimator for his family’s business, overseeing project estimation and management to support company growth.

Topmar David Nolen
David Nolen
Senior CAD Technician

David Nolen brings over 27 years of extensive experience in heavy civil construction. He began his career in 1998 as a construction surveyor, where he quickly developed technical proficiency in CAD software to support construction layout and surveying efforts. This expertise led to his advancement into a key leadership role as Survey Manager.  His CAD capabilities extend to redesign and value engineering for utilities and grading, enhancing both efficiency and precision.  Mr. Nolen has actively embraced and implemented emerging technologies such as GPS, Machine Control, and recent Drone Technology, as traditional surveying methods have become less efficient.  Throughout his career, Mr. Nolen has developed and implemented procedures that eliminate errors and improve accuracy.

In addition to his surveying and technical background, Mr. Nolen has gained project management experience on infrastructure projects, including wastewater lift stations and small water treatment plants. His project portfolio includes notable developments such as Plum Creek, Steiner Ranch, and Sweetwater.

Outside of his professional endeavors, Mr. Nolen enjoys trail riding on his dirt bike, a personal passion that provides both energy and balance.

Betsy Lowe
Office Manager

Betsy Lowe is responsible for overseeing all office and accounting operations at TopMar. She holds a Bachelor of Science degree in Business Administration and Business Management, as well as a Certificate in Conflict Management from Sullivan University. With more than 20 years of experience in corporate management, organizational development, and operational leadership, she brings a wealth of expertise to the company.

Ms. Lowe began her career in Washington, D.C. in 1985, where she played a key role in modernizing office technologies for organizations such as Dominion Mortgage Corp, ERA Wellborn Real Estate, Health Innovations, Holiday Inn, and Proheat, Inc. In addition to her professional work, she is an active volunteer, supporting a range of global, national, and local non-profit organizations.
